They are organized through programs of cooperation with member states, observer states, other non-member states, regional or international organizations, public or private agencies, philanthropic or commercial institutions, institutes of higher learning and other sections of the OAS General Secretariat. Training may be carried out by on-site or by distance education or a combination of both.

Professional Development Awards may provide funds for tuition and fees, international travel, and health insurance. These benefits will vary depending on the type of award. The individual course announcements specify what benefits are being offered by the institution and/or sponsoring agency.
Duration
Awards are granted for the duration of the courses. The dates are indicated in the course announcements.
Background
Promote and strengthen individual and collective expertise in developing countries in order for them to become self-sufficient and apply their own country's experiences in development in a way that all parties benefit from them. Strengthen the countries' ability to collectively identify and analyze the main problems which arise in the process of development in order to formulate necessary strategies to address those problems. Increase the amount, improve the quality and achieve an optimum use of technical cooperation resources. Strengthen the existing technical expertise in the developing countries, increase the efficiency of that expertise and create new areas of expertise and opportunities.
